Check into Portland Rental Service/Dwell Management, their website has listings. They have a multi pet friendly policy. I have three pets and rent a townhouse from them. There is a per pet monthly fee, but to me it's worth it.

I would start with craigslist. I recently moved to Portland (about 7 months ago) and it was a challenge to find a rental that would accept a Chihuahua and a German Shepherd (mostly because of breed or weight restrictions).
